Deliberating Our Frames: How Members of Multi-Stakeholder Initiatives Use Shared Frames to Tackle Within-Frame Conflicts Over Sustainability Issues

Abstract Multi-stakeholder initiatives (MSIs) have been praised as vehicles for tackling complex sustainability issues, but their success relies on the reconciliation of stakeholders’ divergent perspectives. We yet lack a thorough understanding micro-level mechanisms by which stakeholders can deal with these differences. To develop such understanding, we examine what frames—i.e., mental schemata making sense world—members MSIs use during discussions questions and how frames are deliberated through social interactions. Whilst prior framing research has focussed between-frame conflicts, offer different perspective examining under conditions actors shared to tackle ‘within-frame conflicts’ views that stand in way joint decisions. Observations deliberative environmental valuation workshop interviews an MSI protection peatlands—ecosystems contribute carbon retention global scale — demonstrated application deliberation interactions resulted increased salience, elaboration, adjustment frames. interpret our findings identify characteristics case within-frame conflicts where dominate discussions, delineate dominance.
